MISSION STATEMENT: The Troy School District (TSD) mission is to foster an environment where every student, educator, and staff member feels safe, secure, and supported within our TSD community. Our approach encompasses comprehensive measures designed to prevent, detect, and respond to any potential threats or emergencies, while also promoting a culture of respect, inclusivity, and trust.

Through proactive risk assessments, robust emergency preparedness training, comprehensive safety protocols and collaborative partnerships with the Troy Police Department, Troy Fire Department, Oakland County Emergency Management, and community organizations, we strive to create a learning environment that prioritizes the physical and emotional well-being of all individuals. Stop The Bleed

In order to maintain a safe environment for teaching and learning, Troy Schools participsates with the ALICE Training Institute to prepare staff and students in the event that an armed intruder enters one of our buildings with the intent of doing harm. ALICE is a federally endorsed safety protocol that stands for Alert, Lockdown, Inform, Counter and Evacuate.

The strategies do not need to be completed in order and should not be considered a checklist. Staff and students rely on the the information at hand and their own judgement to determine the safest course of action.

A = Alert

Sound an alarm using plain and specific language. Seconds matter. Use any and all communications means available. Describe the threat in plain language; give location, description, activity and what direction intruder is heading. Call 911 when it is safe to do so.

L = Lockdown

Move to a secure location, lock the door, and take action to better barricade the room using all available resources in order to buy time. Move away from the door and begin preparing for other strategies if needed, such as evacuate.

I = Inform

Share the intruder’s location and direction as often as possible using any means necessary (such as the intercom, handheld radios, text, cell phone or other means) so that everyone on site has access to the information. If you know the intruder, identify him by name when informing others of his location.

C = Counter

This is a last resort. Distract the intruder with noise, movement or throw objects at the intruder in order to create space to evacuate. This is an age-specific response, and some may choose not to counter.

E = Evacuate

This is always the best first choice, if it is safe to do so. Get as many people away from the danger zone to a safe location as quickly as possible. Run in a zig-zag pattern away from danger. Leave belongings behind and call 911 when it is safe to do so.

What is Behavioral Threat Assessment (BTA)?

An evidence-based approach, developed from extensive research and practice, to:

Threat assessment teams use a systematic process to investigate concerning behaviors and communications to evaluate the risk of violence. The goal is prevention and to provide intervention and support for students who are at risk of violence. The threat assessment process is also focused on supporting victims or potential victims and taking appropriate measures to maintain a safe and secure school environment.

Is Behavioral Threat Assessment (BTA) Required?

Following standards of best practice and research, TSD policy establishes protocols for conducting threat assessments to respond to reports of concerning behavior and communications. All TSD, schools will follow this policy consistently.

TSD policy and operational guidelines align witht he National Association of School Psychologists (NASP), "Behavioral Threat Assessment and Management (BTAM) Best Practice Considerations for K-12 Schools," recommended by the State of Michigan.

Addressing Concerning Behaviors & Threats of Violence in the TSD

When a student demonstrates concerning behaviors or communicates direct or indirect threats that may pose a danger to the safety of students or staff, a threat assessment team conducts a risk assessment. The team includes the following as needed:

School Social Worker or Psychologist
Counselor
Teacher, as needed
Other Staff Member, as needed

A threat assessment may be initiated by such events as verbal threats, aggressive behaviors, and other concerning communications, writings, drawings, and behaviors that do not essentially involve threatening statements or actions.

We know from research that "making a threat" is not a necessary condition for "posing a threat" to self or others, so our focus is on early-staged red flag behaviors before they escalate to violence or a threatening situation. Therefore, we interchangeably use the terms "risk assessment" and "threat assessment" to emphasize that our focus is on preventing risk, not only reacting to expressed threats.

When a report of a concerning behavior or communication is received, the administrator will determines whether a risk assessment is needed:

The team will conduct interviews as needed with, for example student being assessed, the potential target(s), and any witnesses.
Additional background information and student history is also reviewed.

The threat assessment team determined the level of risk and implementation plan to manage the risk, based on the information gathered through this process.

Troy School District Be Smart on Gun Safety

The BE SMART campaign was launched to raise awareness that secure gun storage (storing guns locked, unloaded and separate from ammunition) can save children’s lives. BE SMART emphasizes that it’s an adult responsibility to keep kids from accessing guns, and that every adult can play a role in keeping kids and communities safer. Visit BeSmartForKids.org for information on how to keep kids safe. Conversation Starters:

General Safety: “Before I drop my son off, I just wanted to check to see if you have pets. Also, do you have firearms in your home? How are they stored? I want to make sure he knows your safety rules.”
Teen Safety: “I’m excited the kids are getting together this weekend. My daughter has never been to your house, I want to chat about a few things: Will an adult be home the whole time? Also, I heard a story on the news, and now I always ask, do you have any firearms, and how are they stored?”
Make it a Deal-Breaker: In the unlikely event that your friends or relatives don’t confirm that they store guns securely, make sure they know that you won’t allow your children in their home: “I’m sorry, but unless you make sure your guns are locked the entire time we are in your home, we won’t be able to make it. The kids are good kids, but curious, and I just can’t take the risk of them hurting themselves or someone else. We’d be happy to have you at our house, instead, this year.”

Be Smart Tips

Tips for Talking to Young Children

Make it part of the normal safety conversation you have with your children and keep the language simple; for example: “If you see a gun, don’t touch it. Tell an adult right away.” Repeat the message on a regular basis.
Tell children not to touch a gun, even if it looks like a toy, and assure children they will not get in trouble if they tell an adult they’ve seen a gun.

Tips for Talking to Adolescents

Include it in general conversation topics like drugs, alcohol, and drunk driving.
Advise them to leave any situation where an unsecured gun is present, and to NOT listen to a friend who states that a gun is unloaded/otherwise safe.
Give your teen strategies to get out of a situation where a gun is present. Example: “Mom just texted me and I have to get home right now.”
Assure them that it’s OK to ask people about the presence of unsecured guns in other homes they may be visiting but offer to do it for them if they don’t feel comfortable.
