Attendance Area Review
In conjunction with the district strategic plan and our 2022 bond work, the Troy School District has partnered with Plante Moran to complete an attendance area review of our district. As part of this process, we have collected input from various stakeholders in our school community who represent a variety of grade levels, geographical areas, and roles within the district, and created the Attendance Area Review Committee (AARC). The committee held several meetings from October 2024 through December 2024.
The Attendance Area Review Committee (AARC) provided us with insight that there are MANY ways to achieve our goals, all with challenges.
The Troy School District directed the committee to focus on a plan to utilize all four TSD middle schools: Baker Middle School, Boulan Park Middle School, Larson Middle School, and Smith Middle School. The task: how to distribute and balance our enrollment.
There was much feedback from the committee. This allowed us to pause and better address some of their concerns and or comments. These were the considerations:
- How might we better understand and uphold our community's priorities and values?
- Do we need to survey and collect feedback on what our community values are, such as these examples:
- Programmatic experience
- Location/community schools
- Enrollment size in a school
- Duration of bus ride
The AARC has completed Phase 2 and submitted their recommendations to the Board of Education for review, January 2025.

PHASE 1: DISCOVERY
October - December 2024
Request for applications for AARC. A committee was formed. Research, analysis, and planning commence. The committee develops potential recommendations.
PHASE 2: RECOMMENDATION
January 2025
The committee provides the board of education with a recommendation (options). The board determines if the district should move forward with the work.
PHASE 3: FEEDBACK
February - April 2025
The Troy School District will hold four listening sessions for all families, one at each middle school, to obtain feedback from our community. We will also send out a community survey for additional feedback.
PHASE 4: DETERMINATION
April - May 2025
The Troy School District will provide the Board with a summary of feedback, and they will determine any future changes.
